UNITED NATIONS AGSTS COMPLIANCE

The United Nations opreators are required to comply with the following bulletin outlining the requirements for the United Nations Aviation Global Satellite Tracking Solution (UNAGSTS) satellite tracking of aircraft on UN Missions with effect from 1 Nov 2014:

         AFF Unit and Services Standardization for AGSTS-Rev 00

There is considerable detail provided in these requirements, and there are several key requirements that are compulsory for operating aircraft on United Nations missions:

  • Safety Events (1.2.8.1) now include a requirement for “an Automated Alert Function by a rapid rate of ascent and descent” in addition the existing requirement for an Alert Button for the aircrew
  • Text/Email Messaging (1.2.8.2) has had the minimum requirement increased to 300 characters
  • Automatic Events (1.2.8.3) are a requirement which means that your equipment must be able to detect and notify both BLOCK and FLIGHT times
  • Manual Events (1.2.8.4) are also a requirement – this means that your aircrew must be able to enter and transmit 13 different times and values via your tracking equipment. You should note that these times will be imported into the UN systems and used to compare with the automated times so the tool your aircrew uses to enter the times should have some validation of the information
  • Service Quality (1.2.9 and 1.2.10) – your tracking equipment will need to transmit not only the full GPS position information of the aircraft, but also a number of quality metrics which the UN will use to “score” your tracking information
  • The data service provider must have a “heartbeat” unit available in their datafeed
The United Nations will also be continuously checking your service provider’s data feed as well as scoring the data from your aircraft tracking equipment, and have specified that this information will now “reflect on the air carrier performance report.” – this is a clear indication that the UNAGSTS will be viewed as a primary form of determining aircraft operator performance and reliability.

We recommend that you review your equipment installed in your aircraft and confirm the following:
  1. Does your equipment have realtime altitude rate-of-change monitoring and will trigger an Alert if your specified limits are exceeded?
  2. Can your equipment send and receive text messages of at least 300 characters?
  3. Can your equipment detect and report Block Time as well as Flight Time?
  4. Can your aircrew send all the events to the UN using your equipment?
  5. Does your equipment transmit position metrics as well as information?
  6. Does your service provider provide a real-time heartbeat in their datafeed?
If you are unsure, or answered “no” to any of the above questions, your aircraft tracking reporting is most likely not compliant with the UN requirements.
